Malacañang has announced key members of the newly formed Independent Commission for Infrastructure (ICI), tasked with investigating alleged anomalies in government flood control and other infrastructure projects.
At a Palace press briefing, Press Officer Undersecretary Claire Castro confirmed that former Department of Public Works and Highways Secretary Rogelio “Babes” Singson and SGV and Company managing partner Rosanna Fajardo will serve as members of the commission.
Castro noted that Singson is recognized for his experience in implementing major infrastructure projects and initiating reforms to curb corruption within the DPWH. Fajardo, she added, is an expert in auditing, risk management, and internal controls—skills crucial in examining possible irregularities in government funds.
The Palace assured the public that the appointed members have no connections with any agency or contractor and that they voluntarily accepted the role.
Baguio City Mayor Benjamin Magalong has also been appointed as the commission’s special adviser and will serve as one of its lead investigators.
President Ferdinand “Bongbong” Marcos Jr. is expected to personally announce the commission’s chairman in the coming days.
The ICI was created under Executive Order No. 94 to conduct a thorough probe into reports of corruption, irregularities, and misuse of public funds in flood control and other infrastructure projects over the past decade.
The commission’s mandate covers high-profile projects that have drawn criticism from civil society and watchdog groups. The move is widely seen as a response to growing public demand for accountability and transparency in the government’s infrastructure spending.
By appointing independent figures from both government service and private auditing, the administration seeks to ensure credibility in the investigation and to restore public trust in infrastructure programs.
