President Ferdinand Marcos Jr. has ordered the creation of a three-member independent body to investigate alleged corruption in flood control and other infrastructure projects over the past decade.
Through Executive Order No. 94, signed this week, Marcos established the Independent Commission for Infrastructure (ICI), which will focus on uncovering anomalies tied to public works spending. The order comes amid mounting outrage over claims that billions of pesos were lost to questionable flood control projects.
The ICI will be composed of a chairperson and two members, each required to possess high integrity and proven competence. An executive director will oversee daily operations and the organizational structure of the commission.
“All government agencies and local government units are directed to extend full cooperation and assistance to the ICI,” the order states.
The move reflects the administration’s response to growing public anger over reports of widespread irregularities in infrastructure spending, particularly in projects meant to address flooding. Critics have raised concerns that lawmakers allegedly involved in the anomalies might escape accountability without an independent probe.
Marcos has not disclosed who will lead the commission, but the executive order emphasized that members must be individuals with unquestionable honesty and expertise.
