Marcos approves ₱7,000 gratuity pay for COS, JO workers

President Ferdinand Marcos Jr. has issued Administrative Order No. 39, authorizing a one-time gratuity pay for Contract of Service and Job Order workers in all government offices for Fiscal Year 2025.

The order aims to recognize the contributions of COS and JO workers in carrying out government programs and services, especially amid ongoing economic challenges. The Palace said the benefit supports personnel who help maintain daily operations across various agencies.

AO 39 covers national government agencies, state universities and colleges, government-owned or controlled corporations, and local water districts. These offices may release the gratuity pay to qualified workers under their respective budgets.

Under the order, COS and JO workers who have rendered at least four months of service by Dec. 15, 2025, and hold an active contract until the same date may receive up to ₱7,000 in gratuity pay. The amount is a one-time benefit and is subject to the availability of funds in each agency.

The Palace noted that the policy acknowledges the role of contractual personnel who are not entitled to standard benefits available to regular government employees. It added that the gratuity pay is intended to provide assistance as the government continues to face economic pressures.

The order directs agencies to process the payment in accordance with existing auditing and budgeting rules. No additional details were provided regarding the schedule of release or the number of workers expected to qualify.

Administrative Order No. 39 will take effect within the 2025 fiscal year and applies only to COS and JO workers who meet the service requirements set by the government.
