The Land Transportation Office in Central Visayas (LTO-7) has suspended for 90 days the driver’s license of Dumanjug, Cebu Mayor Efren “Gungun” Gica following a viral traffic accident in Barangay Pakigne, Minglanilla on July 19.
The agency also directed Gica to appear before LTO-7 within five days and submit a verified or sworn written explanation stating why he should not face administrative sanctions.
Based on the agency’s initial assessment, a viral video of the incident appeared to show the motorcycle driven by Gica allegedly counterflowing through a U-turn slot before colliding with a van.
According to the Show Cause Order, the mayor is being investigated for possible violations that include reckless driving, operating a motorcycle without a displayed license plate, and other administrative offenses.
While the investigation is ongoing, Gica has also been ordered to immediately surrender his driver’s license to LTO-7.
The agency clarified that the 90-day preventive suspension is part of the administrative due process and does not constitute a final ruling on the case.
Earlier, Gica publicly apologized for the incident and accepted responsibility for what happened.
He also pledged to shoulder the cost of repairing the damaged vehicle as well as other related expenses resulting from the collision.
The mayor further expressed hope that his experience would serve as a reminder for motorists to practice caution and responsible driving on the road.
The administrative investigation remains ongoing as LTO-7 determines whether additional sanctions should be imposed based on the evidence gathered during the proceedings.
