The Philippines has once again ranked first in the world in terms of disaster risk, according to the 2026 WorldRiskIndex.
The country posted a score of 46.69, the highest among 193 countries covered by the index, representing more than 99% of the world’s population.
India ranked second with a score of 44.97, followed by Indonesia with 44.63.
The WorldRiskIndex measures disaster risk based on a country’s exposure to natural hazards and the vulnerability of its population, including its capacity to cope with and adapt to disasters.
The Philippines remains highly exposed to natural hazards due to its location along the Pacific Ring of Fire and in the western Pacific, where it frequently experiences tropical cyclones, heavy rainfall, flooding and landslides, as well as earthquakes and volcanic activity.
The 2026 WorldRiskReport focuses on storms and examines how preparedness, infrastructure, social conditions and response capacity can influence the impact of similar hazards in different countries.
The Philippines also topped the 2025 WorldRiskIndex, recording a score of 46.56.
