Sabi ni Villar, ang naturang pondo ay magpapabilis sa pagpapatupad ng malalaking infrastructure projects na iendorso ng National Economic Development Authority.
Kabilang dito ang public road networks, tollways, green energy, water, agro-industrial ventures, at telecommunications.
Sa ilalim ng SB 2020, ang inisyal na kapital ay magmumula sa investible funds the Land Bank of the Philippines at ng Development Bank of the Philippines; dividend remittances ng Bangko Sentral ng Pilipinas; national government share mula sa income Philippine Amusement and Gaming Corporation; at kita mula sa privatization at transfer of assets.//CA
