The Taguig City Prosecutor’s Office has dismissed Vice President Sara Duterte’s perjury complaint against Ramil Madriaga, citing a lack of prima facie evidence that would provide reasonable certainty of conviction.
In a resolution dated Sept. 2, prosecutors said the evidence presented by Duterte was insufficient to establish that Madriaga deliberately lied under oath.
The complaint stemmed from an affidavit submitted by Madriaga on Nov. 29, 2025, containing allegations about an alleged relationship with Duterte and transactions involving her.
In her complaint affidavit, Duterte maintained that she did not know Madriaga and that they had no personal or professional relationship.
Madriaga had previously alleged that he personally delivered large amounts of money to several individuals on Duterte’s instructions when she was still education secretary.
He also accused Duterte of allegedly receiving campaign funds in 2022 from drug lords and Philippine offshore gaming operators.
The prosecutor’s office, however, found that the evidence presented by Duterte did not sufficiently establish that Madriaga intentionally made false statements under oath.
The dismissal was based on the prosecutors’ finding that there was no prima facie evidence carrying a reasonable certainty of conviction.
The resolution effectively dismisses Duterte’s perjury complaint against Madriaga at the Taguig City Prosecutor’s Office.
