12-year-old found bound and dead in Cebu; relative tagged as suspect

A 12-year-old girl was found dead and bound to a tree in Barangay Ibo, Toledo City, Cebu, in a case that has shocked residents and devastated her family.

The victim was identified as Crystal Joy Abarquez, who had been reported missing on Feb. 11. Her body, already in a state of decomposition, was discovered Thursday, Feb. 19.

According to her mother, Christine Abarquez, the girl hugged and kissed her tightly before leaving home the last time she was seen alive. She said she never imagined it would be their final moment together.

A resident first alerted authorities after noticing his dog carrying what appeared to be a human leg. The discovery was reported to barangay officials, leading to a search that resulted in the recovery of the victim’s remains.

Police identified the suspect as Rowel Villapiña, 27, a relative of the victim. The mother said the suspect even helped in the search for her missing daughter.

Witnesses reported seeing the suspect carrying a sack and rope before the body was found. Investigators also reviewed CCTV footage showing the victim walking while using her cellphone and later riding on a motorcycle driven by the suspect.

Authorities conducted a hot pursuit operation and arrested the suspect at around 6:30 p.m. on the same day the body was discovered.

During an interview, the suspect gave inconsistent answers about his relationship with the victim. Toledo City police chief PLTCOL Rolando Baraquio said the suspect previously faced a rape case.

Police said he is currently the only person being held responsible based on gathered evidence, while the investigation continues.
