Davao City Mayor Sebastian “Baste” Duterte said the city government’s transactions with GENCORP Industries Inc. totaled ₱33.26 million across 19 contracts, correcting what he described as an unconfirmed report placing the amount at ₱14.32 million.
In a statement issued Sept. 21, Duterte said the 19 engagements began in 2022. Thirteen contracts have been completed, while six remain ongoing.
He said four of the contracts were secured through competitive public bidding, while 15 were executed through small-value procurement.
According to Duterte, GENCORP was evaluated in every transaction and was determined to have submitted the lowest calculated responsive bid or offer. He also said all 19 transactions were processed, reported and published through the Philippine Government Electronic Procurement System, or PhilGEPS. PhilGEPS is the government’s electronic procurement portal.
Duterte said interested parties may review the city’s transactions with GENCORP through the PhilGEPS website or seek authorized access to official records.
He also said city officials were not aware of Vice President Sara Duterte having an interest in GENCORP. He added that neither her name nor the surname “Duterte” appeared in the official company documents submitted for the 19 transactions, including the Articles of Incorporation.
The mayor maintained that the transactions were “above board” and said claims to the contrary should be supported by verified evidence and reliable documents.
His statement comes amid discussions surrounding the impeachment case involving the vice president. The House prosecution panel has said Mayor Baste Duterte may be called as a witness in connection with GENCORP, which was identified by the vice president as a financial interest in her Statement of Assets, Liabilities and Net Worth.
Duterte ended his statement by urging the public to be vigilant in managing information and verifying claims.
